Local Planning Grant Program

The Indianapolis Metropolitan Planning Organization (IMPO) will soon accept applications for its 2025 Local Planning Grant Program. This initiative provides funding to local public agencies for studies and planning projects that enhance community growth, transportation, and resilience across Central Indiana. Since 2017, the program has supported the creation of 22 plans for 19 agencies. The 2025 cycle opens for applications this summer, with procurement in the fall and project launches in early 2026. This grant opportunity supports projects aligned with the region's CIRCLE 2050 Metropolitan Transportation Plan to enhance safety, expand economic opportunities and job access, and enable proactive planning.

Applications

  • Transportation Planning Project Application
  • Community Development Planning Projects Application
  • Scoping Form (required)

Applications may be submitted via the links above. For questions or to provide additional information email info@indympo.gov.

Multiple project types may be included in the same application (i.e. a wayfinding plan and a bike plan) but both must be included under one procurement/contract. Agencies may also submit multiple applications for multiple procurements/contracts but the IMPO will only fund multiple projects for the same agency if funding is remaining and no other eligible projects for other agencies remain. The application must include the scoping form which will support RFP preparation should the project be selected.

Past Local Planning Studies

The Indianapolis MPO has previously provided federal planning dollars to fund local planning projects within the Metropolitan Planning Area. Funded studies were chosen via a competitive project selection process.
