ADA Transition Plans / Section 504

Under the American with Disabilities Act (ADA), Section 504, “no qualified individual with a disability in the United States shall be excluded from, denied the benefits of, or be subjected to discrimination under any program that either receives Federal Financial assistance or is conducted by any Executive agency or the United States Postal Service.” The Indianapolis MPO is a federally mandated agency established to assist with the planning and funding of transportation related efforts in Central Indiana. The Indianapolis MPO endorses the efforts of the Indiana Department of Transportation (INDOT) to ensure Local Planning Agencies (LPA) are informed and comply with the regulations set forth by Section 504 of the Americans with Disabilities Act. Indiana Local Technical Assistance Program (LTAP)

LTAP provides technical assistance to LPAs, including the necessary LPA Certification required for jurisdictions to receive federal funding in the state of Indiana.

INDOT Title VI Resources

Title VI was enacted as part of the landmark Civil Rights Act of 1964. It prohibits discrimination on the basis of race, color, and national origin in programs and activities receiving federal financial assistance. The Indianapolis MPO is a federally mandated agency established to assist with the planning and funding of transportation related efforts in Central Indiana. The Indianapolis MPO endorses the efforts of the Indiana Department of Transportation (INDOT) to ensure Local Planning Agencies (LPA) are informed and comply with the regulations set forth by Title VI of the Civil Rights Act of 1964. FHWA Federal-Aid Essentials

This webpage contains useful information about the Federal-Aid process, including a FAQ section and videos to help LPAs through the Federal-Aid process.

Funding Federal-Aid Highways report

This is the latest version of the FHWA's report to describe how Federal-aid highways are funded. This report incorporates changes in funding procedures brought about by the 2012 enactment of Public Law 112-141, the Moving Ahead for Progress in the 21st Century Act (MAP-21) and the 2015 enactment of Public Law 114-94, the Fixing America’s Surface Transportation (FAST) Act.

As with previous versions, this report follows the fiscal process from inception in an authorization act to payment from the Highway Trust Fund and discusses the congressional and Federal agency actions that occur throughout that process.
