Regional Transportation Plan 2030 Major Review (Study)

The Indianapolis Regional Transportation Plan serves as a blueprint for surface transportation in the greater Indianapolis area. With the help of transportation planners, engineers, elected officials and the public, the Plan ensures facilities and services required to support the mobility needs of the community and its future growth are anticipated and available. It places potential projects "in the pipeline" for future funding consideration and provides decision-makers with information upon which to base their priorities. Federally funded transportation projects must first appear in the Regional Transportation Plan before they can be programmed in the Indianapolis Regional Transportation Improvement Program.

The Indianapolis Regional Transportation Plan covers the "Indianapolis Metropolitan Planning Area" (MPA), which is based on the 2000 Census Urbanized Area and includes all of Marion County and portions of the surrounding counties of Boone, Hamilton, Hancock, Hendricks, Johnson, Morgan, and Shelby where suburban growth is occurring. The following cities and towns are included in the MPA:

The Regional Transportation Plan is dynamic, and is amended from time to time to reflect the changing needs of the community. Beyond minor amendments, there is a periodic need to examine broad policy issues and the projections and assumptions that the Plan is based on- the purpose of the Major Review.

The Major Review will be completed in 3 phases:

Phase 1 - "Existing Conditions and Potential Strategies" was completed in September 2004. Here are two files from the Public Meeting/Summit held on December 7, 2005 at the Indiana State Fairgrounds:

Phase 2 - includes the establishment of goals and objectives for the Plan, new 2030 forecasts for population, employment, and land use changes, and the development of a list of needs for transportation improvements across the region. This is the current phase and is in process. More information will be posted here when available.

Phase 3 – will involve the development of new revenue projections, a prioritization of transportation improvement projects, and the development of a cost-feasible plan for improvements through the year 2030.
