NOTICE OF PUBLIC HEARING

Notice is hereby given that at 1:00 PM on Wednesday November 19th, 2008 in the Public Assembly Room (room 260) at the City-County Building, 200 East Washington Street, Indianapolis, Indiana, the Metropolitan Development Commission of Marion County will conduct a public hearing on Resolution 08-T-025 approving amendments to the 2007-2010 and 2009-2012 Indianapolis Regional Transportation Improvement Programs.

Copies of the proposal listed above and all plans and exhibits pertaining thereto are on file and available for examination in Room 1341 of the City-County Building, Indianapolis, Indiana, between the hours of 8:00 AM and 5:00 PM, Monday through Friday.  Written objection to a proposal may be filed with the Secretary of the Metropolitan Development Commission before the hearing  at 200 East Washington Street, Suite 1821, Indianapolis, Indiana 46204 and such objections will be considered.  At the hearing all interested persons will be given an opportunity to be heard in reference to the matters contained in said proposal.  The hearing may be continued from time to time as may be found necessary.

For special accommodations needed by handicapped individuals planning to attend, please call 327-5167, or 327-5186 for the hearing impaired, at least forty-eight (48) hours prior to the meeting. Following is a listing of the proposed amendments.

The IRTIP, which is prepared annually and amended as needed, documents the federally funded transportation improvements proposed for the Indianapolis Metropolitan Planning Area.  The listed amendments have been determined by the MPO to be Air Quality exempt and have been submitted to the Indianapolis Interagency Air Quality Consultation Group for their concurrence.

Modify the following projects in the 2007-2010 and 2009-2012 IRTIPs as described below:


For the Indiana Department of Transportation (INDOT)
Add or modify the following:

Exempt Projects

 DES # 0810017 – Environmental mitigation project for noise abatement along the S and W legs of I-70 and I-465 E side – PE in FY 2009 for an estimated cost of $220,000 with a likely split of $198,000 federal and $22,000 state match and CN in FY 2009 for an estimated cost of $100,000 with a likely split of $90,000 federal and $10,000 state match and CN also in FY 2010 for an estimated cost of $2,200,000 with a likely split of $1,980,000 federal and $220,000 state match.  (amends 07-10 TIP)

DES # 0800517 – Traffic Management System Project (ITS Communications System) on I-70 from the North Split with I-65 to the INDOT Indianapolis Traffic Management Center (fiber optics, includes link to Indiana Government Center North) – PE in FY 2009 for an estimated cost of $150,000 with a likely split of $135,000 federal and $15,000 state match (a 90/10 split assumed) and CN in FY 2011 for an estimated cost of $1,500,000 with a likely split of $1,350,000 federal and $150,000 state match (a 90/10 split assumed).

DES # 0710150 – Install new guardrail at various locations on I-65 in Johnson County – CN in FY 2010 for an estimated cost of $1,402,000 with a likely split of $1,261,800 federal and $140,200 state match (a 90-10 split assumed).

 NON-EXEMPT PROJECT

DES # 9706740 – I-70 interchange modification at Mt. Comfort Road (Phase 2) including 3 bridges, signals, signs and lights and DES #s 0006740, 0006741, 0006742, 0200783, 0200784, 0300249, 0300250, 0300251, 0300252, 0300469 with a total CN cost of $23,116,128 ($18,492,902 federal and $4,623,226 state match).  CN in FY 2009.

 The following projects are being modified as shown below:

Town of Fishers
NON-EXEMPT PROJECT

 DES # 0401388 (includes DES # 0600110; bridge # 178) – East of I-69 to Olio Road, roadway and bridge reconstruction and widening.  Add earmark funds (SAFETEA-LU 412, $900,000, SAFETEA-LU 4125, $225,000, FY 05 Appropriation Match, $2,951,785) increasing the total cost from $8,800,000 to $12,946,900 ($8,476,785 federal and $4,470,115 local match).  CN in FY 2009.


Hamilton County
EXEMPT PROJECT

 DES # 0500901 – 104th Street at Olio Road, intersection realignment and reconstruction.  Add CN INS and increase total cost due to revised estimates from $800,000 to $1,371,037 ($1,097,400 federal Group IV funds and $273,637 local match).  CN and CN INS in FY 2009.

Indianapolis DPW

DES # 0300609 – W. Michigan/Kentucky/Morris signal interconnect.  Increase total cost from $1,505,000 to $1,884,506 ($1,507,605 federal CMAQ funds and $376,901 local match).  CN and CN INS in FY 2009.

 DES # 9981090 – Hanna Ave., US 31 to Keystone Ave, road rehabilitation.  Increase total cost due to revised engineers estimate from $8,700,000 to $9,437,000 ($7,549,600 federal Group 1 funds and $1,887,400 local match).  CN and CN INS in FY 2009.

 DES # 0600376 – Indianapolis Bicycle Facility bike lanes on Michigan and New York from White River to Arlington Ave. with a total cost of $120,000 ($96,000 federal TE funds and $24,000 local).  Delete federal TE funds from project.  This project was bid locally.  Combine Federal TE funds with DES # 0600783.

 DES # 0600783 – Indianapolis Bicycle Facility bike lanes on Allisonville Road from Binford Blvd. to 82nd Street with a total cost of $480,000 ($384,000 federal TE funds and $96,000 local funds).  CN in FY 2009.

 Johnson County

EXEMPT PROJECT

DES # 0500895 – County Road 200 North (Simon Road) from bridge 46 to Centerline Road, road rehabilitation.  Split road and bridge portions into two separate projects and increase total CN cost from $1,335,000 to $1,588,000.  CN and CN INS for road portion with a total cost of $1,254,500 ($1,050,000 federal Group 1 funds and $250,900 local funds) in FY 2009.

DES # 0600222 – County Road 200 North Bridge 46.  Add DES # and break out cost from road portion with a total cost of $333,500 ($266,800 federal Group 1 funds to $66,700 local funds).  CN and CN INS in FY 2009.

Morgan County

EXEMPT PROJECT

 DES # 0500826 – Add the Landersdale Trail bike/ped project in Morgan County with a total cost of $1,304,435 ($1,000,000 federal TE funds and $304,435 local match).  Add PE to FY 2009 with a total cost of $264,435 ($168,000 federal TE funds and $96435 local match).  Add ROW to FY 2009 with a total cost of $200,000 ($160,000 federal TE funds and $40,000 local match).  Add CN to FY 2010 with a total cost of $840,000 ($672,000 federal TE funds and $168,000 local match).
