Congestion Mitigation and Air Quality (CMAQ)

The Congestion Mitigation and Air Quality Improvement Program, established in 1991, is a federally funded program focused on transportation improvements designed to improve air quality and mitigate congestion.

Examples of eligible projects/programs include:

  • pedestrian/bicycle facilities,
  • traffic management/monitoring/congestion relief strategies,
  • transit (new system/service expansion or operations),
  • alternative fuel projects (including vehicle refueling infrastructure, clean fuel fleet programs and conversions),
  • vehicle inspection and maintenance (I/M) programs,
  • intermodal freight, 
  • telework/telecommuting programs,
  • travel demand management,
  • public education and outreach activities,
  • rideshare programs,
  • experimental pilot projects, and
  • other transportation projects with air quality benefits.

Ineligible projects include:

  • Construction of projects which add new capacity for single-occupancy vehicles.

All projects and programs eligible for CMAQ funds must come from a conforming Transportation Plan and TIP or in the state-wide transportation improvement plan, and be consistent with the conformity provisions contained in section 176(C) of the Clean Air Act (CAA) and the Transportation Conformity Rule. Projects also need to complete the National Environmental Policy Act (NEPA) requirements and meet basic eligibility requirements for funding under titles 23 and 49 of the United States Code.
