Section 5310

Section 5310 (originally Section 16) of the Federal Transit Act, declares as national policy that elderly persons and persons with disabilities have the same right to access transportation services as other persons. This program authorizes federal capital assistance grants to meet the special needs of elderly persons and persons with disabilities where public mass transportation services are unavailable, insufficient or inappropriate.

Eligible applicants include private non-profit organizations and organizations that coordinate specialized transportation service. The local Transportation Advisory Committee (TAC) serves as an advisory and information resource to the applicant.

INDOT requires each applicant from an urbanized area to submit Section 5310 applications to their MPO for inclusion in the local Transportation Improvement Program (TIP). Before this happens, the Section 5310 Transportation Advisory Committee meets to review and prioritize all applications; the MPO serves as facilitator of the quarterly meetings.
