In July, 2008, Tom joined the staff of the Indianapolis MPO as Principal Planner for Multi-modal planning. Tom grew up in Ft. Wayne, graduating from Concordia High School. He then attended Indiana University in Bloomington where he graduated with a bachelors degree in Community Development and Planning from IU's School of Public and Environmental Affairs. This job with the MPO is Tom's second time working for the City of Indianapolis as he previously worked in the Division of Planning from 1985 through 1989 in the Comprehensive Planning Section. Among many work activities, he was involved with analyzing transportation impacts from major new developments, conducting research for several neighborhood plans and assisting with the airport vicinity land use study.
In November 1989, Tom accepted a position with the Indiana Department of Transportation, working in the Rail Office. He initially was hired as a "rail planner" – focusing on statewide freight rail issues, multi-state passenger rail plans, and rail corridor preservation efforts aimed at maintaining freight rail service throughout the state. In his later years at INDOT, he also served as Manager of the Rail Office where responsibilities included oversight of freight and passenger planning, statewide rail code enforcement responsibilities and communicating information on the State's rail programs and other pertinent rail issues.
In late 2006, Tom took a job with the Hillsborough County, Florida MPO (Greater Tampa). The Senior Planner position focused on freight planning, congestion management and rail related transit studies. Despite having to leave the warm winter weather and beautiful gulf beaches, he is happy to be returning to Indianapolis to work on Multi-modal transportation planning for the region. He is very excited to be working on the many important multi-modal transportation plans that can help improve travel options, quality of life and in turn, the overall economy in the Central Indiana Region.
Tom lives in the very walkable, near south side Garfield Park neighborhood.
Tom's current primary responsibilities include:
- Coordinating the Multimodal Task Force;
- Assisting with rapid transit studies, including environmental review documents;
- Coordinating use of the Multimodal Design Guidelines throughout the region;
- Multimodal System Plan development;
- Coordination for bike, pedestrian, and transit connectivity in the region.
